Overview Jhpiego is an international, non-profit health organization affiliated with The Johns Hopkins University. Jhpiego works with health experts, governments and community leaders to provide high-quality health care for their people. Jhpiego develops strategies to help countries care for themselves by training competent health care workers, strengthening health systems and improving delivery of care.

The Finance & Administrative Manager (F&A Manager) will provide financial and administrative management, overseeing all financial and contractual aspects for the upcoming project. The Finance and Administration Officer will ensure that the financial reports are compatible with standard accounting practices and follow Jhpiego and rules and regulations. The Finance & Administrative Manager will supervise the Driver and IT Assistant, and coordinate closely with the Project Manager and Procurement & Supply Chain Manager.

Responsibilities

- Ensure accurate financial, contractual and administrative reporting of the project compliant with Jhpiego and international donor (Unitaid) rules and regulations, and terms and conditions of the award
- Oversee day-to-day coordination of financial activities ensuring cost efficiency
- Examine all financial documents (i.e., expense reports, invoices, purchase orders, contracts) to ensure completeness, accuracy, and validity of financial data, as well as allowability in accordance with terms and agreement of the award and Jhpiego/JHU financial systems and procedures
- Ensure that international donor resources are appropriately directed to project priorities and are in line with project work plans
- Monitor payment advances and take necessary actions to make sure that no advances are outstanding
- Assist with review of payroll for full-time, part-time, and locum staff
- Orient and train new hired staff in general finance including how to complete the travel expense sheet, as well as protocol for submitting advances or reimbursements.
- Ensure proper filing systems are in place, both on paper and electronically; facilitate the work of external audits and ensure that financial records are properly maintained and readily available during audits
- Manage office petty cash disbursement, receipt, and reconciliation and assume the role of cash custodian
- Provide supervisory and administrative support to program and technical staff in reconciliation of project advances and reimbursements
- Review travel expense reports and per diem templates with supporting receipts and advances to reconcile
- Oversee proper procurement procedures to ensure policies are followed as outlined in Jhpiego’s Field Finance Manual, Procurement Manual, and QuickBooks Manual
- Provide guidance to project team members regarding the financial requirements of the project and office operations in compliance with the international donor, Johns Hopkins University, and Jhpiego procedures and policies
- Maintain relationships with local bank and in-country accounting firm, which includes liaising with them to ensure efficient and effective services, and overseeing their management of payroll
- Assist with start-up of QuickBooks in Guatemala and maintain/oversee the system to assure the integrity and effective performance of financial operations and prepare monthly reports; train others on QuickBooks as needed
- Assist with preparations and review of monthly accounting and banking files
- Process vendor invoices, sub-recipient invoices, and consultant invoices on a timely basis
- Understand the Financial Monthly Report (FMR) and work with Baltimore-based Finance Manager and Program Officer to assist with projecting project costs and developing annual budgets
- Maintain vendor relationships, assist with preferred vendor processes, and negotiate contracts with vendors
- Provide financial reports, including pipeline analysis, quarterly project reports, as requested by the donor

Required Qualifications

- Master’s degree in Finance, Accounting, Business Administration, Public Administration or relevant field
- Excellent financial and accounting skills, with six to eight years of experience with financial analysis, financial reporting, cash flow analysis, budget development and forecasting, preferably on international health projects
- Eight or more years of senior-level work experience with international donors or other donor-funded projects

- Previous direct supervisory experience of professional and support staff
- Experience developing and/or implementing finance and accounting policies, procedures and systems
- Familiar with QuickBooks accounting software
- Demonstrated ability to effectively manage several major activities simultaneously
- Demonstrated ability to work both independently and with a team in an unstructured environment
- Demonstrated ability to effectively track expenses to ensure projects are on budget
- Strong compliance record
- Able to handle employee salaries with confidentiality
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Ability to coach, mentor and develop financial and administrative capacity of project staff
- In depth knowledge financial software applications, databases and spreadsheets, including QuickBooks Enterprise and Microsoft Office
- Ability to travel domestically within Guatemala and internationally as needed
- Demonstrated excellence in oral and written Spanish and English
- Willing to take on extra responsibilities in order to achieve the goals/objectives set by the organization

Preferred Qualifications

- Experience working with multilateral donors, such as UNITAID
