We are presently identifying candidates for the following position:Points of Entry Technical Advisor – Specialist Advisor III. This candidate will work with Dept. of State, International Narcotics and Law Enforcement (DOS-INL) in Guatemala City, Guatemala on the Central America Regional Security Initiative (CARSI) contract.

The CARSI contract, one of the largest and most sophisticated multi-lateral security efforts in the world, provides funding for the US Government to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts. This initiative will focus on a series of Policing, Specialty, IT and Administrative roles. Requirements and responsibilities for this role are as follows:

Minimum Qualifications—MRPT Security Clearance
U.S Citizen
Bachelor's degree in international relations, law enforcement, public policy or related field, ten (10) years professional experience can be substituted
FSI level 3/3 Spanish, FSI level 3/3 English
Ten (10) years' experience in the field of specialty
Two (2) years of experience working overseas in an embassy environment
Two (2) years specialized experience depending on the position (e.g. intelligence, firearms, gangs, kidnapping, drugs, internal affairs)
Experience briefing in Spanish and English.

Preferred Qualifications—Bachelor’s degree in international relations, law enforcement, criminal justice, humanities or related degree or ten (10) years of relevant professional experience.
Ten (10) years’ experience working at an official land port of entry in a government, international organization, or law enforcement capacity.
Prior experience working with INL and/or INL Task Orders.
Mastery level knowledge in Port of Entry operations, logistics and staffing.
Demonstrated experience working with Customs (Operations and Infrastructure).
Knowledge and understanding of Port Capacity (land, sea and air).
Experience working with Office of Fields Operations (OFO) with a Customs background and/or Container Security Initiative (CSI).
Experience working at a U.S. official land/air and sea POE on the U.S. Southern Border.
Skillful negotiator. Demonstrate ability to function effectively in a high-pressure environment and meet quick deadlines.
Experience with strategic planning and execution.
Excellent writing, communication and presentation skills.
Proven initiative and ability to complete a project from conception through implementation.
Ability to travel alone, some hours beyond the normal working day sometimes required, lodging might be outside of Guatemala City and without the normal amenities.
Must have knowledge of Microsoft suite of software, to include: Word, Excel, Access, and PowerPoint.
Experience providing assistance to host country nation in relation to border security.
Experience working in a foreign assistance planning environment.
Prior experience with Department of State report writing.
The ability to communicate with all social/economic levels of Guatemalan society.

Responsibilities—This position is a Key Person
Conducts an initial physical assessment of all INL prioritized areas for assistance. Analyzes the current INL border strategy, formulates a plan of assistance and executes in a timely manner.
Provides technical expertise to stakeholders on any issues involving border security, port operations, infrastructure improvements and staffing deficiencies.
Represents INL interests and priorities when discussing efforts among the multiple stakeholders both internal and external to INL-G, the GOG and other stakeholders involved with border security and infrastructure improvement projects.
Works closely with INL-G stakeholders and GOG officials on all projects to ensure collaboration, joint venture and investment into GOG facilities.
Advises INL-G leadership (through the CBP Advisor and Counter Narcotics Officer) in developing clear, accurate, and detailed requirements in order to ensure a comprehensive infrastructure renovation plan, recommendations for more efficient operations, technology improvements and staffing recommendations for GOG Agencies.
Responsible for facilitating the flow of accurate and timely information among stakeholders, the INL Program Offices, and other Embassy and National stake holders.
Coordinates with program/project officers and designated contractor representatives on all technical matters that arise in the discussions on the development of assistance projects.
Monitors and documents all INL projects for progress and timely completion to assure compliance with all agreed upon terms and conditions. Provides advice and insight to CBP Advisor and program/project officers to ensure that rigorous surveillance of approved activities is being conducted.
Reviews performance in relation to established milestones and agreed upon terms of reference, including conducting progress reviews and providing appropriate feedback on status. Prepares progress reports and updates plans and schedules as needed. Ensures that the results support the achievement of the bureau’s goals and objectives to the INL-GCN program.
Recommends approval, when required, for deviations from approved plans, schedules, and scopes of work, and based on the status and progress of all parties involved.
Helps identify and recommends solutions or corrective action to resolve any issues that interfere with INL projects in support of CN programs goals and objectives (in accordance with agreed upon terms of reference in any Letter of Agreement or LOA). In those cases where problems cannot be resolved within the incumbent’s scope of authority, the incumbent is required to make recommendations to the CBP Advisor and/or Program Manager on appropriate corrective actions.
